You can already do this. If you make a skin, just replace /drawable/candidate_highlight.9.png with whatever you want

I do not have enough knowledge to make the actual skin, but for those that do, I found where you can find all of the original Ice Cream Sandwich keyboard button/key .9.png files! You can disable "learn new words" and when you long press a word from the suggestion list it will add it to the user dictionary. This way you can control exactly which words are added to the dictionary.

+1 because many of the suggested words (in English dictionary anyway) are pretty bogus in regards to probability of using those words, which don't seem to have any priority at all.
